Part A: Funding Transferability for State and Local Educational Agencies

Purpose: The purpose of TITLE V, Part A is not a separate program. The purpose of this part is to allow SEAs and LEAs flexibility in targeting Federal funding to the programs and activities that address the unique needs of states and local area.

  • State Actions – SEAs may transfer any or all of funds for State-level activities (1) under Part A of Title II and Part A of TITLE IV between the two provisions; (2) or into Parts A, C, and D of TITLE I; (3) into Part A of TITLE III; (4) into Part B of TITLE V.
  • District Actions – Similarly, LEAs may transfer any or all funds for local activities (1) under Part A of TITLE II and Part A of TITLE IV between the two provisions; (2) or into Parts A, C, and D of TITLE I; (3) into Part A of TITLE III; (4) into Part B of TITLE V.

Therefore, the actions of the State and Local Educational Agencies may impact the amount of available funds for safe and healthy student activities under TITLE IV.
